I'll say that the way is blocked! I apparently finished this quest in the company of Lady Inda several nights past and I cannot find Beccum Reedly to turn it in and continue along the path.
Might someone point me in the right starting position, please?

I believe he is in Borlis Pass.

I am pretty sure he is in Borliss Pass. I had a hard time with that one at first also. I stumbled upon him on accident. I had pretty much given up on finding him and there he was.

Beccum Reedly is up on the hill in Borlis Pass map point. Hold down the ALT key and you will see her name. She's up on a small hill by some crates.
