Okay. Found a thread about how some guys got their Tyrian characters to V Square Local District. Basically they had a group, both Canthan and Tyrian. They did Nahpui. They then went to the local district and the gate was open and no guard. Which leads me to a theory. Maybe only characters that have done Nahpui can get in. So if you are traveling with someone (including henchies) who have not done Nahpui, maybe the door is blocked. Just a theory.

Yesterday I was capping in Unwaking Waters (explorable) with some folks. One of them had only completed the game on the Kurzick side and so did not have access to the Luxon version of Unwaking. The door into the unwaking staging area is closed and guarded. The guard accused my guildy of being a kurzick when spoken to, however when I spoke to the guard he let the whole party in. So now Uchi can run the explorables all the way back to cavalon, instead of completing the missions all the way forward to Harvest Temple.
It could be that the same bug allows foreigners into Viz local.

I think we should try it with some canthans and some tyrians and see if we can fudge our way in.

Well no. But we did get a Canthan into Foreign V Square. However the same strategy and multpile permeations did not yield the desired result on local.
We tried different type leading the party, different types going into the undercity first, no pets, nop henchies.
What we didn't try was the Tyrians staying back by the portal and letting the canthans run in.
Another theory is that if the party is formed in Senji's then goes there it will work. I got this idea from a post. I am willing to try again if others want to help. Need a couple of cantahns and a couple of tyrians.

I'd be willing to try this with you guys later today (maybe 5pm or so.) My only question is, why? I don't really see the point, other than maybe helping a guild mate on that mission from time to time. And even then, you'd have to walk to the local district because it would still be foreign district on your map. If it is a bug though, ANet is going to patch it sooner or later. They always do! Don't mean to be a party pooper though ;D

I think they had to let the local guys into Foreign so they could get 100%. As to why, because it is there. Naw, this may be a mystery Anet issue, V Square (local or foreign) counts as 1 mission. Just like Unwaking Waters counts as 1 mission regardless of which faction you run it with (Lux or Kur).

ok. I give. I ahve tried many different things but none seem to work to get a Tyrian character to local v square.
However it is very easy to get canthan chars to foreign v square.
